Every time you open a file with this first line of text in Notepad, it will insert the current date and time of the end of the file. You can enter text.

It has everything to do with a restriction in Windows. Unicode character text files containing a UTF-16 encoded the Unicode "Byte Order-Mark" (BOM), a two-byte flag that the reader has the following how a UTF-16 are coded to say start.
1) 8-bit ASCII are stored (see the coding format to save /)
2) They are made of 16-bit Unicode handling (see, you guessed it, save it, As / coding)
Therefore, August 18-bit characters 9 (apparently does not support code page) 16-bit Unicode characters are displayed
